Sustainable Business
As the national air navigation service provider, Oro Navigacija has a significant impact through its decisions on flight safety and efficiency, as well as on environmental and social aspects. Therefore, sustainability is not treated as a separate area of activity but as an integrated operating principle applied across strategic planning, daily processes, technological solutions, and the Company’s culture. In line with European Union and international standards, Oro Navigacija consistently invests in people, infrastructure, and innovation to ensure reliable, efficient, and environmentally responsible air traffic management within Lithuanian airspace. Sustainability management in the Company is structured and systematic – its direction is determined by management, oversight is carried out by the Board, and cross-functional collaboration ensures the implementation of sustainability principles across all areas of activity. Sustainability management is based on environmental, social, and governance (ESG) aspects, which enable the Company to assess and manage its impact on the environment, society, and the economy.
Sustainability at Oro Navigacija is based on three pillars
[[#ex]]
Environment
Oro Navigacija implements environmental protection by responsibly managing both the direct impact of its operations and by enabling more efficient use of airspace, thereby contributing to the reduction of the aviation sector’s overall environmental footprint. The Company aims to reduce greenhouse gas emissions, increase energy efficiency, and transition towards more sustainable energy sources and infrastructure solutions.
At the same time, advanced air traffic management solutions are being implemented to optimise flight trajectories, reduce delays, and lower fuel consumption. The goal is to ensure that airspace is managed safely, efficiently, and with the least possible impact on the environment.
The main environmental objectives include reducing greenhouse gas emissions, improving energy efficiency, applying green procurement practices, and creating conditions that enable airspace users to reduce their own emissions.

Social Responsibility
Oro Navigacija implements social responsibility by ensuring safe, reliable, and people-centred operations, where employee well-being and service quality are closely interlinked. The Company aims to create a safe and healthy working environment, strengthen employee competencies, and provide opportunities for professional growth and engagement.
At the same time, particular attention is given to the safety of air navigation service users by ensuring a high level of service reliability, accuracy of information, and operational stability. Social responsibility is based on open dialogue with employees and stakeholders, the integration of their expectations into operations, and continuous improvement of processes.
The main objectives in this area include ensuring occupational health and safety, strengthening employee competencies, and maintaining the highest level of service safety for airspace users.

Key Sustainability Topics of Oro Navigacija
[[#ex]]
Climate Change Mitigation
What matters to us is not only how we operate today, but also the impact we leave for tomorrow. We recognise that air navigation is inherently linked to the overall environmental impact of the aviation sector, and therefore we strive to be an active contributor to its reduction. By developing more efficient airspace management solutions, implementing innovations, and collaborating with partners, we contribute to lower emissions and a more sustainable future for aviation.
For us, environmental protection means consistent and integrated action – from reducing our direct impact to creating conditions for airspace users to lower fuel consumption and emissions. We aim to use energy efficiently, reduce resource consumption, promote green solutions, and drive systemic change across the entire value chain.
The main objectives in this area include:
- reducing Scope 1, 2, and 3 greenhouse gas emissions by 50% by 2030, integrating this target into strategic and operational planning;
- continuously improving energy efficiency and expanding the use of renewable energy sources in our operations;
- enabling airspace users to reduce emissions through more efficient airspace management and optimised flight trajectories;
- ensuring that public procurement is carried out in accordance with green procurement criteria.

Employees and Their Well-being
Our employees are at the core of our operations, and their competencies, responsibility, and engagement ensure the reliable and safe provision of air navigation services. We recognise that attracting and retaining highly qualified professionals is essential for the effective functioning of AB „Oro navigacija“, and we therefore consistently invest in their professional development and well-being.
We create a safe, healthy, and inclusive working environment, placing strong emphasis on both physical and psychological health. Taking into account the nature of our work – high responsibility, shift work, and constant vigilance – we actively manage fatigue, stress, and other psychosocial risk factors while implementing preventive measures.
We place significant focus on competence development, providing employees with opportunities to continuously enhance their professional knowledge, develop their skills, and adapt to technological changes. Particular attention is given to ensuring the training and continuity of critical specialists, including air traffic controllers (ATCOs) and air traffic safety electronics personnel (ATSEPs).
The main objectives in this area include:
- ensuring a safe and healthy working environment and achieving zero workplace accidents;
- strengthening employee well-being, engagement, and work–life balance;
- continuously developing competencies and ensuring the continuity of critical specialists;
- fostering social dialogue and involving employees in decision-making processes.

Safety of Airspace Users
Safety is a core value and the foundation of our operations. By ensuring reliable air navigation services, we directly contribute to the safety of aircraft, their crews, and passengers. We recognise that inaccuracies or disruptions may have significant consequences, and therefore we place particular emphasis on safety management, data quality, and the reliability of processes.
Safety assurance covers the entire operational cycle – from hazard identification and risk assessment to corrective actions and continuous monitoring. We aim to ensure that the services we provide are accurate, timely, and aligned with the highest international standards, while maintaining transparent and reliable cooperation with airspace users./p>
The main objective in this area is:
- to ensure the highest level of safety and reliability of air navigation services.
Progress towards this objective is assessed through:
- the aviation occurrence index, which allows monitoring of safety performance and trends;
- the effectiveness of the safety management system, indicating how efficiently the overall safety framework operates.
These indicators ensure not only effective response to incidents but also systematic risk management and the continuous strengthening of the Company’s safety culture.
