In accordance with the nature of activity Oro Navigacija is an air transport infrastructure enterprise, which is also an integrated and inseparable part of Lithuanian transport system, moreover, the enterprise is of strategic significance to national safety. Air transport is one the fields supervised by the Ministry of Transport and Communications of the Republic of Lithuania, and inseparable part of unified and integrated Lithuanian transport infrastructure.
The national management of aviation in accordance with the respectful competencies is implemented by the Government of the Republic of Lithuania, the Ministry of National Defence, Ministry of Transport and Communications, Chief of Defence, Lithuanian Transport Safety Administration and public institution Transport Competence Agency. The management bodies of the enterprise include the institution executing the rights and duties of the owner – the Ministry of Transport and Communications of the Republic of Lithuania, collegial management body – the board and sole management body – Chief Executive Officer.
Oro Navigacija is an Public limited liability company owned by the state. The Ministry of Transport and Communications of the Republic of Lithuania is the institution implementing the rights and duties of the owner of the enterprise, which also appoints and revokes members of the board.

Remuneration of Board Members
The remuneration of the members of the Board has been established under the performance contracts concluded with the members of the Board following the Order of the Minister of Transport and Communications of the Republic of Lithuania No. 4-1420 of 30 December 2022 "On Remuneration of the Members of the Board and Committees of Public Limited Liability Company Oro Navigacija" (hereinafter referred to as the Order). Subitem 3.2. of this Order establishes that the Order as well as the fixed remuneration for the members of the Board of the Company shall be valid until the end of tenure of the Board elected under the Order of the Minister of Transport and Communications No. 3-390 of 3 August 2022 "On the Board of State Enterprise Oro Navigacija". The Order is equivalent to a decision of the General Meeting of Shareholders of the Company. This Order establishes that the monthly remuneration of the Chairman of the Board of ON is 2 791 EUR, the monthly remuneration of the independent member of the Board of Oro Navigacija and the member of the Board who is the other person selected by the Ministry of Transport and Communications of the Republic of Lithuania/employee representative is 2 093 EUR, and the monthly remuneration of the member of the Board of Oro Navigacija who is a civil servant is 1 047 EUR. The Order also establishes that elected individual members of the Board receive remuneration equivalent to that of the members of the current Board.
